Sidewalks do not grow so it cannot be overgrown. Add more info and how the problem can be resolved and prepost. Also include how and if you contacted the university to rectify the problem.
I'm sorry, let me clarify for the sentence structure police. There are bushes rampantly growing over the space that would otherwise be a walking path commonly referred to as a sidewalk. I do not know if Albertus owns the abutting property or not, but this is a recurring problem. I thought the picture might speak a thousand words, but perhaps an additional comment will help to make the situation clearer. I believe it is the responsibility of the adjacent property owner to maintain a clear path for walking over the publicly owned spaces along the edge of their property, a/k/a sidewalks. The problem might be resolved by removing or cutting back said bushes. For similar situations see: removal, snow. No progress. Someone just needs to through the area with some hedge trimmers or something that can cut back the bushes. Don't know who owns the property.
The property used to be owned by Hiram Bingham, who rediscovered Machu Pichu. Kind of funny that his own property is now covered in jungle-like overgrowth.
This appears to be a lost cause. At least the leaves have fallen off the branches so you can see through the bushes as they scratch you while you walk along the sidewalk.
